1. Describe the locality and the problem.

a. For the problem description, make sure to clearly summarize the NRE issue and include all relevant information that will inform your policy tool recommendations (see #3 below). Include a description of any existing policy interventions you found through research that are relevant to your analysis.

b. For the locality description, include: Demographics of the place, major industries, landscape features, other characteristics relevant to the problem.

2. Identify affecting and affected stakeholders in relation to the problem (at least 6 groups).

a. Describe stakeholder groups’ relevant values and concerns.

b. Use a rainbow diagram and accompanying text to assess and explain each group’s stake in the problem.

3. Recommend at least three policy tools that may be useful to address the problem in the place your group has chosen. For each tool, include:

a. Explanation of the tool, including what type of tool it is, how it works, and why it is appropriate for your problem.

b. An example of how the tool has been used elsewhere.

c. Summary of how the tool could be used in the locality, including what actors should be involved in planning and implementation, (potentially including state or federal actors)? Will officials need to secure funds to get it on the ground? Other considerations?

d. The primary benefit and primary downside of the tool in relation to the problem.

4. Compare each tool based on the following criteria:

a. cost relative to other tool options (numbers not necessary – estimate a relative cost to the municipality),

b. one other relevant assessment criterion of your choice, and

c. opportunities for synergies between recommended tools or other existing policies.

5. Conclusion: make your recommendations actionable for the local taskforce by offering your position on which tool(s) should be considered first and highlighting particular legal and stakeholder concerns they should keep in mind for implementation.
